The Napoleonic Wars were a series of major conflicts that pitted the French Empire and its allies, led by Napoleon I, against a fluctuating array of European powers formed into various coalitions. It produced a brief period of French dominance over most of continental Europe. The scale of the war increased dramatically during the French Revolution and subsequent Napoleonic Wars. At the conclusion of these, another concept emerged from the Congress of Vienna—that of a unified Europe. In developing the war simulation, I will use the rules and board of the Soldier Emperor game from Avalanche Press. The hypothesis I will test will be based on a statement by Napoleon in his exile on Elba: “Having Europe divided into freely formed and internally free nationalities, peace between the States would have become easier and the United States of Europe would have become a possibility”.
